The assignment
Assignment carried out as a subcontractor to IDEACONSULT for the Ministry of Transport, covering the air transport component of the master plan.
- Phase A, sub-sector diagnostic: contribution to economic growth, lessons from the 2004 PDNT, institutional and regulatory frameworks, airport infrastructure, operators, level of service, demand, fares, security and safety, human resources, environment, financing, SWOT analysis
- Phase B, demand to 2040: passenger traffic forecasts (trend and econometric methods) and freight forecasts, impact of creating a regional hub at Tunis-Carthage International Airport, avenues for improvement
- Phase C, development scenarios: airport platforms, airport quality and level of service, training of national staff, costs
- Phase D, master plan and action plan: multi-criteria analysis of scenarios, institutional, regulatory, environmental and energy proposals, project ranking and financing
