The assignment
Economic and financial appraisal (project appraisal report, PAR) for the replacement of 15.2 km of prestressed concrete transmission main (36 inches) with a ductile iron pipe (48 inches), to secure Monrovia's water supply and improve the operational efficiency of the Liberia Water and Sewer Corporation (LWSC).
- Financial forecast model of LWSC: revenue, OPEX and investment needs
- Cost-benefit analysis of the increased transmission capacity and reduced network losses
- Quantification of indirect benefits: public health, productivity, industrial activity
- Profitability indicators (economic and financial NPV and IRR)
- Viability of water tariffs, cost recovery and sustainability of operation and maintenance
- Risk analysis, sensitivity tests and recommendations for the Bank's grant
