Operationalisation of Gabon's Agricultural Development Fund (FDA)

Under the GRAINE Programme Support Project, financed by the African Development Bank, the assignment aims to set up a financing mechanism suited to the needs of actors in the targeted agricultural value chains, and to define how the Agricultural Development Fund will be operationalised.

• Diagnostic of Gabon's financial system and identification of partner financial institutions
• Identification of the fund management operator and drafting of the terms of reference for its recruitment
• Institutional and organisational set-up of the fund, draft legal text on its creation, mandate, organisation and operation
• Administrative and financial management arrangements, lending criteria and eligible activities
• Preparation and dissemination of the agricultural credit methodology guide, the credit procedures manual and the risk management manual
• Training of partner institutions, communication plan, quality assurance system and performance indicators
